Platforms must commit to concrete transparency reports around content moderation practices. Clear policies, penalties, and appeals processes for any reach restrictions should be public and codified. Independent audits from civil society can provide oversight. Most critically, the fundamental right of all users to engage in lawful online discourse without discriminatory suppression must be legally protected. The free future of the internet depends on reining in shadow bans.
