This is a penetration testing tool. The main goal of the use of this tool is to access some windows OS feature which is restricted through GUI.
The capabilities of this tool are invoking the command prompt, downloading a file, adding a registry key, scheduling a task, connecting to a remote host, terminating a running process, dumping a process memory, injecting a bytecode to a running process, etc.
This tool has got a lot of utility and is widely used.
