As an entrepreneur in India, you most probably are aware of the GeM portal, or the Government e-Marketplace – officially, a portal for procuring goods and services for government departments, ministries, and PSU is now open. You can log in to GeM after registering as a Seller on GeM; not only can you bid for government e-tenders, but you can also upload your list of products/ services that you want to sell. You can even sell products directly on the platform. There are some business details you will have to furnish upon your first GeM Login Portal to reap the benefits through the portal. GeM Login Portal Process
We have already established the fact that whether you are a Buyer or Seller, you will need to register on the GeM portal to buy or sell. During the GeM portal registration process, you will be provided with a User ID and Password (that is, your User Credentials) that you may use for subsequent logins into the portal. First-time registration and login entail updating your profile, the handling of which shall be discussed in the next section. Now, follow these steps to log in to the GeM portal as a registered and returning user:
How to login on GeM portal?
- Go to the GeM portal home page: //gem.gov.in/
- Use the ‘Login’ option from the main menu: //sso.gem.gov.in/ARXSSO/oauth/doLogin
- Provide your GeM User ID, that is, the login ID to the GeM portal, and fill in the captcha
- Click the ‘Submit’ button to continue; your password will be generated on the next page
- You will log in successfully with the GeM login ID after putting in the password/OTP you will get
- After logging in you can see your account dashboard. In the case of first-time login, it shall lead one to complete one’s GeM seller profile.
Password reset on GeM portal:
Steps that apply to resetting password on the GeM portal :
- Go to the Forgot Password section of the GeM Portal: //sso.gem.gov
- Enter your User ID and captcha.
- Click ‘Submit’
An email will be sent to your registered email account with a GeM hyperlink for password resetting. Kindly maintain a minimum length of 8 characters for the password. The same should be a combination of alphabets (both upper and lower), numbers, and special characters.
NIC e-Parichay and GeM Buyer login:
Recent news reports have stated that the Government e-Marketplace portal is going to utilize the NIC e-Parichay portal for GeM Buyer login.
Existing users shall use the same GeM Buyer login ID and password (or NIC credentials) as before to log in to the GeM Buyer account. But this will get replaced by NIC e-parichay authentication over time for authenticity.
NIC e-Parichay is a single sign-on application with token-based authentication. Under this, any single set of login credentials can access several government platforms. It provides e-Authentication as a service to government departments and allows only authentic and authorized users to access the option.
Step-by-step seller guide to GeM Login Portal
You will be asked to log-in and fill up your profile information while doing the basic Seller registration process on the Government e-Marketplace.
First time logging to GeM account, there would be incomplete or no profile details existing. Now, since you are going to utilize the full functionality of the portal, like getting direct purchase orders on GeM, you should complete your profile after logging in.
At the registration stage, once your User Credentials have been generated (that is, GeM portal Seller ID and password) you will be asked to Log in.
- Go to Government e-Marketplace website: //gem.gov.in/
- Click ‘Login’ – Login page opens with your credentials. See above section for GeM Login Portal details
- See the Dashboard – your company name and GeM Seller ID is displayed
- Note progress bar is not complete
Start updating your profile (ensure you fill in all sections) to get 100% on progress bar
With a complete GeM seller profile, you would be ready to undertake a catalogue (that is GeM product list upload), commence order fulfillment, and participate in e-Tender bids.
Steps to update Seller profile after Login at GeM Portal
After logging in, fill up the various fields to complete your registration process on GeM and to update your profile.
Organisation Profile:
This is the snapshot of your GeM Seller profile and comes with details like Business type, Business name and Date of Incorporation.
Business PAN Validation:
This is required in view of tax return purposes and would require the PAN Number, Name (As in PAN), Date to be filled. Note this is as per the Business Type and will vary based on whether you are a Proprietorship, Firm, Company or any other.
Business Details:
Organisation Name and Date of Incorporation.
Office Location:
The complete office address has to be filled in this field under the ‘Manage Offices’ or ‘Add New Office’ tab. Note that existing offices may also be deleted or edited. Also, for the new address, all fields are marked as mandatory with an asterisk (*) except GSTIN. Note that GST is not required by GeM Portal though your business needs to mandatorily register with GST when your annual turnover crosses the limit set for GST registration.
Bank Account Details:
You can add details of multiple accounts but select one account as Primary Account. You can either ‘Manage Bank Account’ or ‘Add Bank Account’. Note – For Buyers, it is recommended to use PFMS account. Account Number, IFSC code, Account holder’s name are mandatory.
Tax Assessment:
Here one has to remember that in case your concern is more than 2 years old and you are not submitting details of ITR, then GeM tenders bids would not be possible. Just like the above two categories, here also you can ‘Manage Tax Assessment’ and ‘Add New Tax Assessment’. You may select the ITR Type and Assessment Year etc., details and proceed.
E-Invoicing:
Recently, e-Invoicing has been made compulsory for those having more than ₹5 crores turnover. You have to fill in the maximum turnover for the last 3 years and click on the appropriate box and continue. You will be prompted for OTP verification thereafter.
MSME:
This is for Micro and Small businesses to leverage specific exemptions, subsidies, and benefits. You can download the MSME certificate to get your Udyam Registration Number, fill in the other fields, and then Click on ‘Save’ to proceed.
Startup:
This is for businesses that have registered themselves as a start-up on StartUp India portal.
Beneficial Ownership Compliance:
Confirm compliance with respect to specific restrictions.
This is the meat of filling out your profile. There are a few other pieces of information you’ll need to provide later on: logistics, TAN, vendor assessment, etc.
Payment of Caution Money
At this stage you have completed your GeM Seller profile. However, you cannot participate in tenders or sell as your profile is not yet active. To make your profile active, you will have to pay a basic Caution Money on GeM which is based on your annual turnover.
This is a one-time payment and mandatory for all businesses. Remember, this is not the GeM registration fees but a form of security deposit that GeM collects to ensure that only serious sellers are on the platform.
